Civil measures for defence.

A comprehensive schedule of projects

considered necessary for the civil defence of the Colony has been presented to Finance Committee. Supplementary provisions totalling $8,000,000 covering public works and stores were subsequently authorized by Finance Committee in order to avoid unnecessary administrative delay in the implementation of individual schemes.

These votes will be under the direct control of the Colonial Secretary who will report to Finance Committee from time to time the items which he has authorized as a charge against them.

I seek your authority for these supplementary provisions totalling $8,000,000 in accordance with your despatch No.302 of 25th September 1948.
